Planning a new home, multi-family building, or major renovation? You could be eligible for significant incentives through the Mass Save® program. These incentives support all-electric, high-efficiency homes that use advanced heat pump technology, superior insulation, and airtight construction to minimize energy waste, lower utility costs, and improve overall comfort.

ELIGIBLE PROJECTS & CRITERIA

SINGLE-FAMILY NEW CONSTRUCTION

Single-family new construction homes, with 1 to 4 units, are eligible. They must:

  • Be located within a Sponsor’s service territory in Massachusetts.

  • Utilize all electric for space conditioning, water heating, cooking, and clothes drying and must meet a set of requirements for electric vehicle charging readiness.

  • Rebates and incentives are based on performance tiers (Base, Energy Star, Passive House) and includes adders emerging equipment technologies.

    Customers are not eligible for individual equipment rebates through the Mass Save Heating & Cooling programs.

  • The Sponsors of Mass Save offer 0% financing HEAT Loans to make energy efficiency upgrades more affordable to Massachusetts residents. Through this loan, you could qualify for a loan of up to $25,000 toward qualifying heat pump equipment in your new construction home.

RENOVATIONS & ADDITIONS

Residential renovations and additions to single and multi-family homes with three stories or less may be eligible if:

  • Be located within a Sponsor’s service territory in Massachusetts.

  • Renovations are extensive and consist of 50% or more of the original home undergoing renovation. Additions must meet a minimum of 500 square feet total floor area.

  • A sponsor approved certified HERS Rater like Spectrum Energy conducts a preliminary site visit at your home prior to the start of construction or demolition.

  • Incentives are not available for new or replacement heating and hot water equipment powered by natural gas, propane or oil.

    Customers receiving Renovations & Additions incentives are not eligible for equipment rebates (e.g. heat pumps) through the Mass Save Heating & Cooling programs.

  • The Sponsors of Mass Save offer 0% financing HEAT Loans to make energy efficiency upgrades more affordable to Massachusetts residents. Through this loan, you could qualify for a loan up to $50,000 toward qualified home improvements.

MULTI-FAMILY NEW CONSTRUCTION

Residential multi-family and mixed-use new construction, with 5 or more units, are eligible. They must:

  • Be located within a Sponsor’s service territory in Massachusetts.

  • Utilize all electric for space conditioning, cooking, and clothes drying. Domestic hot water equipment is allowed to utilize fossil fuels.

  • Rebates and incentives are based on performance tiers (Base, Energy Star, Passive House) and includes adders emerging equipment technologies.

    Customers are not eligible for individual equipment rebates through the Mass Save Heating & Cooling programs.

If you're investing in energy-efficient upgrades, solar, or high-performance home construction, you may qualify for federal and state tax incentives that can significantly lower your costs. Programs like the 45L tax credit for energy-efficient homes, the 30% federal solar tax credit, and Massachusetts Alternative Energy Credits (AECs) for heat pumps offer substantial financial benefits.

These incentives reward homeowners and builders who go beyond standard energy requirements, whether through Energy Star certification, Zero Energy Ready Home construction, or installing renewable energy systems. Below is an overview of key tax benefits available in 2025.

45L Tax Credit for Energy Star Certified Homes

A $2,500 federal tax credit per dwelling unit for builders of new single-family, multifamily, and manufactured homes that meet Energy Star certification.

Eligibility:

  • Homes must be certified under Energy Star Single-Family New Homes Program or Energy Star Multifamily New Construction Program (Version 3.1 or 3.2, depending on location).

  • Homes must meet specific insulation, air sealing, HVAC, and energy performance standards.

  • The credit applies to new construction and substantial renovations completed between 2023-2032.

45L Tax Credit for DOE Zero Energy Ready Homes (ZERH)

What it is: A $5,000 federal tax credit per dwelling unit for builders who construct homes meeting the DOE Zero Energy Ready Home (ZERH) program.

Eligibility:

  • Homes must be certified as a Zero Energy Ready Home by the U.S. Department of Energy (DOE).

  • This requires higher insulation values, airtight construction, high-efficiency HVAC systems, solar-ready features, and Energy Star appliances.

  • The program applies to single-family, townhomes, duplexes, and multifamily buildings.

Massachusetts Alternative Energy Credits (AECs) for Heat Pumps

A state incentive program providing Alternative Energy Credits (AECs) for the installation of qualifying air-source heat pumps and other renewable energy systems.

Eligibility:

  • The heat pump must meet minimum efficiency standards (HSPF, SEER ratings).

  • The system must be installed in a residential or commercial property in Massachusetts.

  • Homeowners can sell AECs to utilities or aggregators to offset installation costs.

Federal Solar Investment Tax Credit

A 30% federal tax credit for the cost of installing a solar photovoltaic (PV) system.

Eligibility:

  • Applies to both residential and commercial solar PV systems.

  • Must be installed on owned property (not leased).

  • The system must be placed in service before the end of 2032 to receive the full 30% credit (phases down afterward).

  • Includes costs for panels, inverters, racking, labor, and permitting.

Federal Tax Credit for Air-Source Heat Pumps – Up to $2,000

A federal tax credit of up to $2,000 for installing a high-efficiency air-source heat pump in a primary residence.

Eligibility:

  • The heat pump must meet CEE (Consortium for Energy Efficiency) highest-tier efficiency standards.

  • Applies to existing homes and new construction but must be a primary residence (not rental properties).

Energy-Efficient Home Improvement Tax Credit – Up to $3,200

A federal tax credit covering 30% of costs for qualifying home energy efficiency upgrades, with a max of $3,200 per year.

Eligibility:

  • Insulation, windows, doors, HVAC upgrades, and heat pump water heaters qualify.

  • $1,200 limit for building envelope improvements, plus a separate $2,000 cap for heat pumps.

  • The credit resets annually, so homeowners can claim it in multiple years.
